Job description

  • Direct the development and oversee the implementation of Projects and Facilities functional policies, systems, processes, procedures and controls covering all areas of Projects and Facilities function so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service in a consistent manner.
  • Monitor the systems of contractors to ensure their systems match up to the company standards.
  • Complete the deliverables in line with BU KPIs
  • Lead the effective achievement of Projects and Facilities functional objectives through the leadership of the Projects and Facilities function and departments – setting individual objectives, managing performance, recruiting qualified staff, developing and motivating staff, provision of formal and informal feedback and appraisal – in order to maximize subordinate and departmental performance.
  • Direct the preparation and consolidation of the Projects and Facilities function & departmental budgets based on operational requirements and BU Operating philosophy( Brownfield projects including de-bottlenecking of the facilities, Green field projects and new technology developments)
  • Monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified and potential performance improvement opportunities are capitalized upon
  • Raise the Approval of Expenditure (AFE’s) to enable commencement of projects
  • Liaise in getting corporate approval
  • A) Greenfield Projects (Value is around $ 30 - 40 m per project) Lead, direct and manage all Greenfield projects in order to ensure they are planned and executed on time and within budgets
  • B) Brownfield Projects (Value is around $ 2- 5 m per project)
  • Lead direct and manage Brownfield Projects on a similar project cycle as Greenfield Projects, in order to ensure they are planned and executed on time and within budgets
  • Direct the execution of a FEED study to obtain all the technical documents needed to complete an Engineering procurement and construction bid package
  • Decide on a contract strategy and produce the tender documents necessary to go to bid for an EPCIC type of contract, working closely with the Procurement department to define the contractual and legal terms
  • Execute multiple bids for multiple contractors and sub-contractors in line with the project requirements
  • Verify the contractor’s bid proposal to ascertain whether it meets company standards and ensure that the contractors put into place relevant systems in line with the proposal documentation (Make sure that the TBE is issued meeting the requirements)


  • A minimum of 20 years of Projects and Facilities experience in the Oil and Gas industry.
  • General and project management skills, good communication skills, analytical skills, good interpersonal skills
  • Experience in managing and supervising team.
  • Strong Leadership Skill.
  • Good command of written and spoken English and Thai
